Baker is a committed internationalist with diverse professional development and elections experience acquired through work as a civic, political party and legislative program manager in Washington, Iraq, Kosovo, Romania, Bulgaria, Turkey, Egypt, oPT, the Republic of Georgia, Bangladesh, Afghanistan, and Kenya. He currently works as an international development consultant. Prior overseas posts include experience as a public and private sector financial services advisor and program manager through work as a non-profit country director in Poland, Kosovo, and Georgia. During the post-communist transition in Hungary in the early 1990s, he was deployed to Hungary as a teacher, advisor and civic organizer with the Peace Corps. Baker participated as a polling station supervisor and elections monitor in Bosnia and Herzegovina, Georgia, Egypt, the Palestinian Territories, and Kosovo. He most recently has worked with several international development organizations on a consulting basis as an editor, researcher and evaluator for legislative development and civil society technical assistance programs.
