Kevin Deveaux was contracted in November 2013, among others, to start the process of re-establishing parliamentary democracy in Fiji. On behalf of UNDP, Deveaux and senior parliamentary expert Frank Feulner conducted a series of interviews and consultations to identify a roadmap for the opening of the parliament after elections that are scheduled for September 2013. A project document to formalize support was also developed.

Following 2013’s work done in Fiji, Deveaux aided in re-establishing the Parliament and drafting its standing orders and other relevant laws. Between April and August 2014, Deveaux helped draft new Standing Orders and new laws on remuneration and parliamentary privileges. He returned in September to organize the induction program for the new MPs and provided direct support to the new Speaker, Secretary-General and caucus whips.
